People have been exploiting the rules since they made the first rule. It is part of the game. It didn't cause Ohio State to lose. Ohio State lost because the defensive co ordinator refused to quit playing man even though his corner couldn't cover his man one on one.

…….. you’re right about the Bucks defense, believe me, being a Mountaineer Fan I know how a piss poor defensive effort can lose a game. But those shenanigans did cost the Buckeyes an opportunity to win it in spite of themselves.
