I did submit it...(slaps self on side of face)....it was Oregon/O-state

I don't have an NCAA statbook at my disposal, but I do have other sources I reference from time-to-time.
As far as these trivia questions are concerned, they seem pretty open to interpretation, what constitues a 'tie' or in other words, why is it so hard to 'pin down' an answer?
Now comes the greater question, if a 'tie' is like kissing your sister, what's a scoreless tie like? Kissing your mother? (or your pet sea-snail?)

You need to take this routine to Vegas...folks love this kind of comedy and no is doing it since Andy Kaufman died.
