That is exactly why. They would have to provide a long term trail on benefits to cover themselves and that would be really expensive.

I think when a player moves around like that he never learns a system or gets confortable enough playing in that system that it ruins his career. Whether or not it should or should not be legal, it is not something that is conducive to being the best player you can be. Maybe a 1 time transfer works,...
