I think it is rare that there is non recruiting type cheating in CFB. Do people try to steal signs ....yes, but that is more gamesmanship than cheating. What Michigan did was plain ole cheating.

Who knows what they do. One thing is for sure, they seem to get away with what ever they do. I wonder if the AD's dad worked for SMU some years ago.

I am not sure an executive order is what is needed. I think that the issue probably has to be legislated in congress along with other reforms of college sports.

Not to let Ohio State off the hook for their 20 million dollar roster last year, but most of the money spent was to keep guys that were on the team from leaving to the NFL or another school. They did add some key pieces through the portal, though, including a QB. It was't the most spent by a school....

Right now the players are 100% free agents all the time. That isn't sustainable. One way or another, they have to sign contracts and be bound to an agreement.
